While Congressman Richardson sensed that Cedras might be willing to negotiate a departure, he was non-committal.

On July 31, 2004, the United Nations Security Council approved Resolution 940 authorizing member states to use “all necessary means” to remove the military regime Haiti and restore Jean-Bertrand Aristide to office.

As President prepared for an invasion, he sent a formal delegation headed by former President Carter, to Haiti to convince Cedras and his generals to step down, which they did in October. Aristide returned to power as president of Haiti on Oct. 15.
